11 February 2014: Palestinian employees of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) had been on strike for over two months in protest of low salaries and UNRWA policies regarding employees who are detained by the Israeli military.  Ongoing protests across the Palestinian territories have targeted UNRWA after layoffs and service reductions.  On 30 January, the Gaza Area Staff Union reach a “framework agreement” with UNRWA.  On 6 February, the West Bank Area Staff Union and UNRWA signed a “framework document” to “form the basis for constructive discussions and mutually agreed implementation of measures to improve the conditions of service of staff, and the quality of services to refugees.”
