ITUC annual survey published

The 2011 ITUC Annual Survey of violations of trade union rights has been published on the ITUC website.  The annual survey provides important information about trade union rights in law, in practice and violations of those rights.

Palestine survey: The exercise of freedom of association or collective bargaining remains very difficult for most Palestinian workers, especially in Gaza. One trade union leader was sacked and another one detained during the year. The law does not yet cover all trade union rights.

Israel survey: Palestinian workers in Israel, even with permits, are often subject to abuse, illegal detentions and deportations while Israeli Arabs are subject to extensive employment-related discrimination. Most employers breach the labour law, and the right to strike is coupled with restrictions. There were still many major strikes during the year, but strikers were retaliated against.

Boycott call ‘doing a good job’

Union news in March has seen the leader of the Israeli trade union movement, the Histadrut, say that the global campaign for Boycott, Divestment and Sanctions (BDS) against Israel is “doing a good job all over the world.”

The Gaza Truck Drivers Union called strike action against the Israeli decision on 2 March to permanently close the Karni commercial crossing in the Gaza Strip.  Citing increased logistics costs and insufficient capacity at the only other commercial crossing left open for Gaza’s trade, the truck drivers’ action has highlighted the fact that, since 2007, Israel has now permanently closed three of the four trade & aid goods crossings into the Gaza Strip – an action in violation of international agreements, and which further seals the Gaza Strip and its 1.5 million Palestinian population off from the rest of the world.

In support of International Transport Federation (ITF) policy which calls for “the opening of facilities to provide land, air and sea points of entry and exit for trade for the Palestinian people free from interference by the Israeli occupying power”, AUSPalestine calls on Australian transport unions to write to the Israeli Ambassador - and copy letters to the Australian Council of Trade Unions, the Palestine General Federation of Trade Unions (PGFTU), and the Histadrut – to condemn Israel’s actions against the Palestinian people which severely limit their legitimate access to trade and economic relations with the outside world and to demand Israel’s compliance with international agreements and immediately open all commercial crossings into the Gaza Strip to allow full economic freedom for the Palestinian people.

In the West Bank, Palestinian unions joined women’s rallies in support International Women’s Day.  The Palestine General Federation of Trade Unions (PGFTU) utilised this opportunity to launch their national campaign seeking minimum wage and social protections for all Palestinian workers.

In the international union arena, fresh new calls in support of the Palestinian call for BDS against Israel were seen from the largest Brazilian trade union confederation – the Central Única dos Trabalhadores; and the global union federation, Union Network Internation (UNI) - which represents 20 million workers in 900 unions around the world – issued a strong resolution to join the BDS call at its 3rd World Congress in late 2010.  UNI affiliates in Australia include the Shop Distributive & Allied Employees Association (SDA), the Finance Sector Union (FSU), the Australian Services Union (ASU), the Media Entertainment Arts Alliance (MEAA), and the Communications, Electrical & Plumbing Union (CEPU).

Strength in numbers

In the wake of international outcries over the grossly disproportionate Operation “Cast Lead” Israeli invasion of Gaza in 2008/2009, the unlawful killing of the 9 Turkish civilians on the Gaza aid flotilla in May 2010, the unending blockade of the Gaza Strip since June 2007, and relentless construction of illegal Israeli settlements in East Jerusalem and the West Bank, workers and unions around the world are throwing their combined weight behind the non-violent Palestinian call to boycott Israel.  Recalling the recent history of the South African anti-apartheid struggle, the strength of workers and unions cannot be underestimated when justice is demanded.

As a new year starts, the AUSPalestine NEWS page reports on a demand for justice from the besieged Palestinians of Gaza: “…enough inaction, enough discussion, enough waiting – the time is now to hold Israel to account for its ongoing crimes against us.” 

Teachers in the Canadian state of Ontario have begun a campaign demanding that their Teachers’ Pension Plan divest from companies that contribute to the system of Israeli apartheid and Israel’s illegal occupation.  This could well serve as a model for Australian workers to inquire about the responsible ethical and moral investment policies of their superannuation funds and make similar divestment demands.  Start making inquiries of your superannuation fund today.

A group of Israeli academics have signed a petition to boycott a university located in the illegal Israeli settlement of Ariel in the occupied  West Bank, unambiguously stating “Ariel is not part of the sovereign state of Israel.”  View the AUSPalestine NEWS page for these recent articles.

Palestinian firefighters can risk their lives, but not receive their awards

The Israeli newspaper, Haaretz, has reported on the Israeli army refusing entry permits to Palestinian firefighters invited to receive awards for their part in fighting the recent Carmel forest fires in Israel.

Israeli officials on Tuesday canceled a ceremony planned to honor the Palestinian firemen who assisted in battling the Carmel fire last week, after a number of crew members were refused permits to cross the border… The Palestinian Authority said in response that it had sent its firefighters out of “humane responsibility” and could not understand why those who risked their lives were now refused entry into Israel.  “It’s not clear how the same firefighters who got permits to go out and help snuff the fire now are now refused permits to their honoring ceremony,” said the Palestinian Authority.

Two more Australian unions join boycott call

In news just to hand, two more Australian unions have recently joined the international call for boycott, divestment and sanctions against Israel.  The Australian Services Union Victorian Private Sector Branch is the third state branch of the ASU to pass a resolution supporting the BDS call.  The CEPU Communications Division Postal & Telecommunications Victoria Branch has also passed a motion endorsing the BDS call.  View the AUSPalestine NEWS page to download these latest union resolutions.

Each Australian union resolution to date has emphasised the absolute need to respect human rights and international law in this conflict.  Each union resolution respects the rights of both peoples – Palestinian and Israeli – to live in peace and security.  It is the ongoing Israeli violations of the human rights of the Palestinian people that has seen many unions in Australia and around the world say “Enough!” 

The Palestinian-led BDS initiative is a strategy where unions and union members can actively demonstrate their support by leading consumer boycotts, institutional divestment, and pressure the Australian Government to apply sanctions on the Israeli Government until they comply with international law and so make good on our Government’s claims to support human rights everywhere.
